Council discusses City Manager Search / ស្វែងរកប្រធានក្រុងថ្មីសម្រាប់កាន់តំណែង

One week after the surprising announcement that Bernie Lynch would be resigning from the office of city manager, the Lowell City Council got to work on picking his successor.  On Tuesday January 14^th, the city council convened the first of two (thus far) special meetings to discuss the hiring process for selecting a new city manager.  The council also discussed the hiring process for a new city auditor to replace the retiring Sheryl Wright as well

Among the topics of discussion during the special meetings were the new manager’s job description and salary range, examining parameters in similar cities such as Worcester.  The council also tackled the important question of whether the new manager would be offered a contract or not. The contract question was a major issue during the 2013 election, with Lynch’s current contract set to expire this year.  Ultimately, they decided to neither commit to nor rule out the option.  Councilors also discussed where the job would be posted and advertised, several local and regional newspapers were mentioned during the proceedings including KhmerPostUSA.

At the conclusion of the second special meeting on January 21st, the city council decided to post the city manager’s position with an application deadline of February 28^th.  The current manager’s salary will be listed and terms of the new agreement will be listed as negotiable.  Councilors will not see the resumes of applicants until the posting deadline has passed.

The council was not able to come to an agreement with Lynch to stay on as city manager throughout the budget process.  Lynch’s last day will be on March 11^th.

ក៏បានលើកនូវសំណួរមានសារសំខាន់ ចោទទៅនឹងលក្ខខណ្ឌកិច្ចសន្យា ថាតើប្រធានក្រុងគួរតែបំពេញតួនាទីនេះដោយជាប់កិច្ចសន្យា ឬដោយមិនមានកិច្ចសន្យា។ ចំណោទមួយនេះ ជាការចោទចម្បងក្នុងរដូវកាលបោះឆ្នោតឆ្នាំ ២០១៣ ខណៈដែលប្រធានក្រុងលីនស្ថិតក្នុងកិច្ចសន្យាដែលកៀកនឹងឈានដល់ការផុតកំណត់។ តែចុងបញ្ចប់នៃការពិភាក្សា ក្រុមប្រឹក្សាសម្រេចថាមិនកំណត់លក្ខន្តិកៈទៅលើជម្រើសកិច្ចសន្យានេះទេ។ ក្នុងនោះដែរ ក្រុមប្រឹក្សា ក៏បានជជែកគ្នាអំពីប្រភពដែលសាលាក្រុងអាចប្រកាសផ្សាយពត៌មានជ្រើសរើសប្រធានក្រុងថ្មីនេះ ដោយរាប់បញ្ចូលគម្រោងផ្សាយជ្រើសរើសប្រធានក្រុងថ្មីក្នុងសាពត៌មានខ្មែរផុសសហរដ្ឋអាមេរិកផងដែរ។

នៅឯកិច្ចប្រជុំជាលើកទីពីរនាថ្ងៃទី២១ មករា ឆ្នាំ២០១៤ ក្រុមប្រឹក្សាក្រុងសម្រេចផ្សាយជ្រើសរើសប្រធានក្រុងថ្មី ដោយកាលកំណត់ដាក់ពាក្យ គឺនៅត្រឹមថ្ងៃទី២៨ ខែកុម្ភៈខាងមុខនេះ។ ចំពោះប្រាក់ខែ និងលក្ខខណ្ឌផ្សេងៗ កំពុងអនុវត្តចំពោះប្រធានក្រុងនាពេលបច្ចុប្បន្ន នឹងត្រូវយកមកពិភាក្សាលើតុចរចា។ ក្រុមប្រឹក្សាទាំងអស់ នឹងមិនអាចពិនិត្យ ឬអានប្រវត្តិរូបសង្ខេបរបស់បេក្ខភាពដាក់ពាក្យឡើយរហូតដល់ហួសកាលបរិច្ឆេទកំណត់ទទួលយកពាក្យសុំ។

គួរបញ្ជាក់ផងដែរ ក្រុមប្រឹក្សាមិនបានទៅដល់កិច្ចព្រមព្រៀងជាមួយប្រធានក្រុងប៊ឺនីលីន ឲ្យបន្តតំណែងរបស់ខ្លួនជាប្រធានក្រុងដែលបានព្រៀងក្នុងកញ្ចប់ថវិកាឡើយ។ តួនាទីជាប្រធានក្រុងរបស់លីននឹងមានត្រឹមថ្ងៃទី១១មីនាឆ្នាំ២០១៤។
