Dear President Trump and Prime Minister Anwar Ibrahim,

We, members of the concerned Cambodian community, write to express deep alarm over the unprovoked shooting of Cambodian civilians by Thai forces in Prey Chan Village, Banteay Meanchey Province, on November 12, 2025. This attack, which left one dead and several injured, represents a serious violation of Cambodia’s sovereignty, territorial integrity, and international humanitarian law.

This incident occurred after both of your offices personally witnessed and endorsed the Cambodia–Thailand Joint Peace Agreement, an important accord intended to resolve longstanding border tensions and prevent further conflict. Such military actions and recent provocative statements from Thai officials directly contradict the commitments made under that agreement and show disregard for the leadership and goodwill that brought it into being.

The Royal Government of Cambodia has already filed a formal protest through diplomatic channels and requested that ASEAN observers investigate the incident. Cambodia has exercised utmost restraint by avoiding retaliation and continues to call for peace and cooperation. From every walk of life, Cambodians stand united in one message: we have suffered enough from war. Cambodia needs peace.

We therefore respectfully appeal for your leadership to:

(1) Support an impartial international investigation into the Prey Chan Village shooting and violations of the peace accord.

(2) Hold accountable those responsible for endangering civilian lives and breaching international law.

(3) Reaffirm the authority of your offices and the integrity of the peace agreement witnessed under your leadership.

For the sake of peace, stability, and prosperity in the region, we urge both governments to renew their commitment to dialogue, transparency, and respect for international law.

Your names and efforts remain tied to the hope of lasting peace between Cambodia and Thailand. We now look to you again—not only as witnesses but as guardians of that promise—to ensure that peace prevails over provocation.
