September 21, 2021 — Lowell preliminary council district race was held for the first time following a charter change resulting from a lawsuit. With the new election system, each district would have a primary if more than two candidates are running in the same district. City Council in districts 2, 3, 4 and 7 had a primary on September 21. The results are listed below for each candidate and the number of votes received. The top two candidates are heading into the general election on November 2, 2021.
