Observer: The Actions of Individual Named Chheav Monin Reveal the Weakness of the Cambodian National Defense Force

Social observers say that the violation of armed force discipline by an individual named Chheav Monnin is a sign of the weakness of the Cambodian national defense force and demonstrates the low management level of Cambodia’s territorial defense institutions.

The head of the Cambodian Watchdog, Men Nat, told The Cambodia Daily on April 2 that if we look at the character of this person named Chhaew Monin, compared to his role in the armed forces, he is not worthy at all because this person is still young, but has the rank of Brigadier General (one star) and the title of Oknha.

He said that each officer in the force, before receiving the rank of one-star general, must go through a period of time and perform many tasks, including many achievements. But a person with a bright skin, fat, chubby person is unlikely to have completed his duties and achieved success, including having undergone proper training from a military academy.
Mr. Men Nat urged the Ministry of National Defense to investigate the appointment of this person’s rank and position to determine whether it came about through corruption or by performing genuine duties.

The social watchdog warns that Cambodia will not be able to defend its territory if the Hun clan government only strengthens its bodyguard forces to protect its family’s power rather than strengthening its forces for national defense.

In early April 2025, an individual named Chheav Monnin, who holds the title of Oknha and serves as Deputy Director of the General Department of Air Force Technical Equipment, Ministry of National Defense, posted a dance video on the social network TikTok, showing images and behavior that were inappropriate for a soldier.

In the video, a person named Chheav Monin also shows a large amount of dollar bills on his desk at the Ministry of Defense.

Regarding this issue, the Ministry of National Defense issued a press release on April 1, 2025, stating that the inappropriate behavior of a person named Chheav Monnin has seriously affected the honor, dignity, and the superiority of the Ministry of National Defense and the Royal Cambodian Armed Forces seriously.Minister of National Defense Tea Seiha also decided to assign a specialized unit to prepare and establish a disciplinary council to review and evaluate all the actions that this person has committed in order to impose punishment in accordance with the law on the general regulations for soldiers of the Royal Cambodian Armed Forces.
