The president of the American Chamber of Commerce in Cambodia says that if you want to know who is attacking who, you need to look at reports from more than 10 years ago.

Casey Barnet, President of the American Chamber of Commerce in Cambodia, called on international observers to review the reports from 2010 to 2014 about the killing of more than 40 Cambodian citizens at that time, it was clear who was aggressor against whom in the current Cambodian-Thai war.
Casey Barnett wrote on his Facebook account on August 17 that if any international observer is unclear about who is the aggressor in the current Cambodia-Thailand border dispute, they can look at the pattern of killings of Cambodian civilians by Thai soldiers over 10 years ago.
Casey Barnett said that from 2010 to 2014, former Thai Prime Minister Prayut Chan-o-cha and the commander-in-chief of the Thai army at the time, at least 42 Cambodian civilians were killed along the border by the Thai military.
The US Chamber of Commerce president said Prayut Chan-o-cha played a leading role in suppressing Thailand’s pro-democracy red shirt protesters. It has led to the killing of at least 90 protesters, starting in 2010.
He said that after killing those Thai protesters, he also took control of the Thai army, which used extrajudicial killings of Cambodian citizens along the border to strengthen his nationalist identity before he came to power in a coup in 2014.
Casey Banet said that Prayut Chan-o-cha is now advising the Thai king about invading Cambodia’s border. because he likely downplayed the 42 unreported deaths of Cambodian citizens during his time as commander-in-chief more than 10 years ago.
A report on the killing of Cambodian civilians along the Cambodian-Thai border from 2010 to 2014 shows that during December 2010, two Cambodian citizens were killed. And in October 2011, eight more Cambodians were killed by Thai soldiers. In February 2012, two Cambodians were killed, and then again in April 2012. Thai soldiers killed Cambodian citizens twice, the first time killing one and the second time killing three. In December 2012, Thai soldiers also killed two more Cambodian citizens.
Additionally, in April, three Cambodians were shot dead by Thai soldiers, and in September, Thai soldiers killed another Cambodian citizen. Thai soldiers also killed three more Cambodians, all in 2013.
Furthermore, during March and April 2014, 15 Cambodian citizens were killed, while in September 2014, Thai soldiers also killed another Cambodian citizen, and during December of the same year, Thai soldiers also killed another Cambodian citizen.
Regarding this issue, on August 14, 2025, the commander of the 2nd Thai Region, Boonsin Padklang, said at a ceremony at Kasetsart University in Bangkok that the King of Thailand expressing constant concern about the situation on the Cambodian-Thai border, His Majesty inquired about the situation with him every day about the soldiers on the battlefield, and he also reported back every day.
Regarding this issue, analysts say that this is the first time that the commander of the 2nd Thai Region has revealed that the Thai monarchy is behind the Thai army that launched attacks on the Cambodian army in the past. So, this means that in the current war of aggression against Cambodia, the King of Thailand is the commander of those troops
