Inside Meun Chey, the Scam City That Held 28,000 people

PREY VENG—Meun Chey Commercial City, also known as the 8 Park, spreads across 120 hectares in Kamchay Mear district, on the Vietnamese border.

Until a crackdown in mid-February 2026, it operated as an online scam hub, housing about 28,000 Cambodians and foreigners.

Authorities moved in after the arrest of Prince Group chairman Chen Zhi in January.

Construction began in late 2023 and wrapped up a year later. Soon after, workers from China, Vietnam, India, Bangladesh and Pakistan began arriving.

The complex was a joint venture between Prince Group and Huione Pay, both of which have been linked to online scam operations and targeted by U.S. authorities.
